以下是摘录于网上的短文。它认为这是一个基于(新加坡特有)的”安全感”为核心的平衡机制。这次修宪即体现出对多元族群包容的内涵,又可以通过民选机制付于总统的权力来”保护”国家资产不被政府乱用,再之又可以扩大总统顾问理事会的影响力和让国会有宪法权力来防止总统用任何个人理由来反对政府使用国家基金的动议或参与政治辩论,避免了形成”两个权力中心”的政治分裂。

所以这个新的民选总统制应该提供了足够的(体制上的)安全感。它是一种 Contingency Upon Contingency 的保障方式。它是新加坡式的 Double Confirmed 思维。

所以,新的民选总统宪法应该可以让全国各界满意。因为新加坡人最关心的是维持稳定。 Don’t Rock The Boat 是基本定调。至于学者们对于这次的有关修宪的某些环节的反应,基本上都太”学术性”和理想化而不现实。


新加坡小学六年级升学会考的新系统已经公布了。普遍认为新系统将注重学习态度和适合个人发展为前提,而並非一味的追求高分数;所以家长和学生应该可以減压。但家长们还是十分担心他们的孩子是否能被分配到心目中的“优质中学“。而僧多粥少,所以总的来说,激烈的竞争还是存在的。虽然加进了一些有关学校分配的细节考量,孝试分数还是一个重要环节。如果家长们不管一切的继续追求孩子能升入优质名牌中学,这又如何減低竞争的压力呢?

反过来说,如果现行的小六会考系统已经造成家长学生们“一切只为了高分”和“务必勝在起跑线上”的針对性学习和发展,则会是教育的失真与失败。

现在好像是“把球给踢回给家长”了。想一想,到底是谁给谁制造小六会考压力?这正是家长们所必须深思的问题。

广义上说,实施新的小六会考系统最关键的是改变家长们的即定旧思维。一切的改变都归纳于此。话又说回来,想要改变新加坡家长们的根深蒂固之“务必求勝”(极端怕輸)心态,任何新系统恐怕也无能为力(?)。除非。。。

你懂的,即完全取消小六会考! 只採用摇珠系统决定学校分配。完全没有压力。勝负在天。”Every school is good school”.

This extracted article (partly) was posted on The Middle Ground on 18th July 2016. Read some of the key points the writer Mr.Ip mentioned as follows, then ask yourself as parents whether it is truly the outcome he tries too hard to explain? 

Whatever Mr. Ip tries to ‘conclude’ for the New PSLE Scoring System, he has missed out the following key factors that will surely influence the most probable scenarios, they are 

1. No matter how the system is changed, it will not reduce stress level for both the parents and kids. The simple main reason is that, in today’s competitive society and job market, parents would continue to emphasize on ‘winning on the starting line’ approach for their kids. Many parents knew exactly what it will mean if their kids end up in ‘so so secondary school’ after the PSLE final exam. Try to convince them about the notion of “Every school is good school”. The fact remains, the number of places in those ‘good schools’  are limited. So competition remains strong. 

2. The PSLE or the mother of all Exams for Singapore in itself has the basic function of establishing a ‘logical distribution curve’ (normally it would be a bell curve) for every cohort of students. Otherwise, there is no basis for what group of students to be admitted to what (band of) schools, though there’s a saying that ‘all schools are good schools’. This basic function is regardless of what kind of scoring system is used. However, the new system also allows additional ‘sub-criteria’ such as affiliation, application choices, ballots etc. for further moderations if there’s a tie (it is expected to be quite many such cases). To maintain any meaningful distribution curve for every cohort of PSLE students, one should bear in mind that the scoring system is NOT the only tool for the purpose! It needs to work hand in glove with the framework of examination papers setting & developmepment. Simply put, the ‘discriminating factor’ (difficulty level, ie. Differentiates the best and also higher prformence students from the large pool) for examination papers can vary from year to year and can be different on each subject as well, depends on real experiences and trends.  The whole purpose is to prevent a funny overall distribution curve to happen; example: a sudden surge of 30% attain the top AL1 grade and >40% in the AL2 grade on most subjects/papers etc… One can imaging what will happen if such kind of irregular curve happens for one of the cohorts!? 

So, there’s no such thing as the new system is more absolute and it can settle all issues. For any examination system to work for a good purpose, it cannot miss out one key element: Competitiveness. Ie. Participants have to work hard in order to excel. 

3. Therefore, regardless of what scoring system is introduced for PSLE, the stress to perform better (than most) will always be there. Unless we do away completely with the PSLE. And to convince parents to forgo any single ‘advantage’ in the system in order to reduce stress for themselves and their kids, it remains a formidable task for the govt., if not mission impossible. Knowing Singaporeans, parents may push even harder when the new scoring system commences… 

The answer to the 2021 New PSLE Scoring System: It does not necessarily solve the issues (ie. Parents’ concerns and competitive stress) once and for all but, at least it has incorporated some ‘useful’ moderations pegged with the scoring system; hopefully to make things ‘easier’ for parents and their kids. No stress? It’s not true. Less stress? Maybe for some. 

The greater meaning of this change of PSLE Scoring System is embedded in the notion of mindset change. 



虽然小国与大国的能量与资源无法相提并论,但在创新思维的层面上却可以得到启发。

有关新加坡的经济改革与创新的课题已经被大量的当地媒体报导。也都有发人深省的意见。

以下是网上媒体的摘录以供参考。

(1) 争取上游 upstream 的创新/科研环境。

(2) 具备创新的条件: “核心密码”

(3) 创新与经济转型所需要进行的布局。

新加坡立国50年巳经发展成为东南亚最繁荣国家和金融中心。它巳具备了先进发展社会的能量。

应此,在它的经济大转型正走向”未来经济,未来工作,未来技能,未来城市”等等的愿景时,有必要把目光(焦点与景深 depth of field)调整到位; 才能逐步的实现目标。不然,恐怕会成为雷声大。。。的后果。

现代社会的经济发展与全球化巳不可分开,而最近发生的脱欧 Brexit 更加突显出全球化所带来的社会反弹!因此经济与社会层面必须加以平衡才能稳定的前进。再加上需要科技与资本的大量投入,将构成更加复杂的改革蓝图。

总结,成功的因素在于全民的投入与国家领导能贯彻政治与民生理念,聚焦于完成大局的改革而不是分散资源在太多小目标上。而也不可忽略创新的核心价值: 先进的思维能创造大能量和更强大的概念(Powerful Concept)。旧有的SOPs 也必须改变,与时俱进。李光耀的政绩和新加坡的建国之路正是立足于具前瞻性的思维和政治上的果断性,加上行政系统的灵活性。

新加坡的前进道路上必须兼具灵活性和方向感,勇于放下巳经不合时宜的行政作法,加强对时局和环球经济的判断,集中火力去达成未来经济与末来城市的大目标。而其他的资源,未来技能,未来工作与资本等等都是为以上的两大目标效力。

以上第一则文章指出为什么新加坡有必要立法保证定期的有来自于少数族群人士被选上民选总统。
看起来好像是一个最佳拆衷方案。
仔细—读,却很难合乎逻辑和新加坡与时俱进的前瞻性方向。其中问题在于,
1。作为”对抗残留的种族歧视”! 新加坡社会真的是这样?请看看在政府,国会中和私人业界内,包括金融界有如此不公平现象吗?

2。”如果其中一个主要种族长期无法出任总统,这将是新加坡的重大损失。” 如果根据这个逻辑,那么,新加坡总理人选就更加必须保证有定期制的其他种族当任了。

3。根本的问题不在于总统的种族性,而在于不会走向一个”两个权力中心”的国家制度的误区!
李总理在这问题上巳经详细的指出其缺点和对国家的重大影响。

因此,以上这则支持定期有少数族群当上总统的论证却是认不清真正的问题所在!

再看看下面这一则文章,在基本程度上认同了民选总统具一定的监管功能,它指出重要的是选资格与品格; 而不是把民选总统当成是”保险再加上保险” (contingency upon contingency) 的加锁制度而成为画蛇添足之举!
更重要的是,注目于长远目的而去达到它。

总结: 若是无法在民选总统的修正法案达到共识,则回去以前的由国会推举总统制度也是可行的。因为国会代表了全国人民。

The 5th EBD-ST Forum was held recently to discuss a new direction to be adopted by the Economic Development Board (EDB) as one of the key drivers for Singapore’s future economy prospect. The Straits Times has published the content of the forum on 28 May 2016.

It is noted that EDB seems to have developed a huge appetite of creating billion-dollar businesses from within the island state’s new startups, in today’s highly competitive and technology-driven arena.

They seem to ignore one thing in South-east Asia’s richer and maturing markets. That this region is very lacking of sizeable Risk-capital investments in new startups. Hence, the real issue here is more of how to attract sustainable funding from outside SE Asia.

The forum rightfully pointed out that Singapore would remain a small domestic market. Therfore, in my view it is paramount that any new innovation or startups must be able to tap onto external markets immediately in order to create sizeable demands and sustainability; before any hope to become a future billion-dollar business.
Paradoxically, unless innovations are truly disruptive or be at least at the technology forefront that can impact on large markets, there’s no chance of (new startups) stepping up to the regional platform. They will be knocked out in the first round!

Therefore EDB should not continue to think in the old ways of attracting Bricks & Mortar capital investments.  Crowd-funding/ Kisckstarters should be a vital part of EDB’s operating strategy.

Chairman of EDB (Dr. Beh) rightly pointed out that a drastic change of Singaporean mindset is necessary for Singapore’s future prospect.

What Singaporean Core would mean is the concept of Mobility With A Broad Landscape View (宏观大思维). That involves much greater cultural and economic synergies among the citizens and permanent residents (PR). EDB should also look into greater collaboration with other ministries besides focusing on economic front.

In summary, can EDB deliver in its new job?
Yes provided it scans the technology landscape thoroughly and leverage on right sources of stimulus for innovations and develop funding channels and network. Any form of innovation hypes without scalability (大能量) will not be sustainable. And innovations do not come from highly organized environment…

读了今天当地的联合早报社论之后,觉的此事真的是有点一波三折,前进的路上不容乐观。尤其是新加坡的中小型企业。

社论中的结尾果然切中要害,把现实给捅了出来。除非对症下药,否则只有望梅止渴,永远活在期许当中。。。

以下的微博短评也一针见血的把中小型企业界的普遍缺乏冒风险的进取精神和只要乘搭(政府的)顺风车心态放上台面。某些总商会也只是说些官样文章和推行一些活动,说白了,最后也只是高调要求政府继续多给于企业资助与各类津贴吧了。

为什么情况至此?其主要原因不外以下几点。

1。缺乏真正的创新推动力。
创新的起点不来自于政府津贴与资助,而来自于企业本身(领导人至关重要)的理想和推动力。
任何创新理想都包函了使世界和社会更美好幸福的理念。
可任何企业创新的两个极重要推动力就是,(1) 高资本回报和 (2) 更迭与淘汰!
以上的两个创新推动力就像是火车的双轶道,推动着创新过程以到达终点甚至更远更幸福的地方。
只要有了这两个创新大动力,就能吸引资本投入。美国波澜壮阔的建国史早巳证明了这个逻辑。(电视波道 History Channel 还在播放)。
而在这高信息量与高科技时代,你能说 Microsoft, Google, Facebook, Apple, Alibaba, Tesla, Virgin, Samsung, 甚至于 Xiaomi 和数不尽的创新企业是依靠政府津贴和资助而成功的例子吗?事实上没有一个。

2。更迭与淘汰的竞争环境。
有一句活说,历史是没有如果的。只有不断前进和更迭的大环境中,才会有强烈的创新欲望以至产生创新的大火花,造就了新一代的事物和达到新的社会境界,以及新型产业和服务。
一个一直依靠母亲的奶水供应的人,永远将无法自我更新,更勿论创新能量了。企业也是如此。

回过头来看,新加坡本身巳经受制于国内小市场的需求和过高的工商业经营成本; 因此本国大部分中小企业除了键结海外市场作为优先考量之外,同时又要大力进行创新和转型只是理论上完美; 现实中只会出师未捷身先死!
因为,本地中小企业还不具备以上的两大创新推动力。

而且,从创新到成功的路程必须置之死地而后生,重复的进行产业重组, 科技应用,再 融资和资本投放。
当然,有极少数可能有 HOLE-IN-ONE 的运气。大多数。。。你懂的。
本地中小企业们,ARE YOU READY?

最后总结想法,
1。政府有必要评诂对中小企业的各项津贴与资助。把重点放在企业对外键结市场这一环节,而不是单单资助它们渡过难关和津贴营运成本。该淘汰的终要被更迭; 这是创新推动力之一。

2。多关注中小企业如何与政府之间建立—套融资平台/框架,注重于发展本身新产品或建立海外服务合作伙伴关系网及资本投放的资金需要。这样中小企业才有机会扩大海外市场,最后才能逐步实现高资本回报 – 创新的另一个推动力。

3。谈创新理想是好的,但现实中创新最需要的是以上所讨论的两大推动力。创新的成功和实际影响不可能由政府拉着企业走。

前进吧!新加坡。
